Avrupa Birliği’nin Batı Balkanlardaki Çıkar Algılamaları

Avrupa Birliği (AB), Batı Balkanlarda stratejik çıkarlara sahiptir. Öncelikle, Balkan halklarını/ülkelerini kendisi ile aynı iktisadi, siyasi, hukuki, askerî ve kültürel normlara getirerek kendi çıkar alanını genişletmeyi hedeflemektedir. Yine sığınmacı akını, kaçakçılık, uyuşturucu gibi güvenlik sorunlarını AB içlerine gelmeden durdurmak istemektedir. Bu yaklaşım, AB’nin Balkanları ‘dış güvenlik kuşağı’ olarak görmesi ile ilgilidir. Bölge ülkelerinin nüfusu, pazar potansiyeli ve enerji güvenliği açısından önemi de AB’nin ilgisini çeken diğer unsurlardır. Batı Balkan ülkelerinin AB’ye katkısı, maddi unsurlardan çok jeopolitik düzeyde gerçekleşmektedir. AB’nin bölge ülkeleri üzerindeki cazibesinin gücü, Birliğin çıkarlarını hayata geçirmesini kolaylaştıran en önemli etkendir. Zira AB, Balkan ülkeleri için bir cazibe merkezi konumundadır. Normatif bir güç olarak Birlik, Balkanlarda aynı zamanda dönüştürücü bir etkiye sahiptir. Temelde mali unsurlardan kaynaklanan bu etki, nispeten daha az gelişmiş Balkan ülkelerinin AB politikalarına uyum sağlama zorunluluğuna yol açmaktadır. AB’nin Katılım Öncesi Yardım Aracı (IPA), Balkan ülkelerinin AB standartlarına yakınsamasını sağlamaktadır. Çalışmanın temel varsayımı, AB’nin bu ilişkiden daha fazla çıkar elde ettiğidir. Peki AB, Batı Balkan ülkelerini neden desteklemekte ve bu ülkeler için kaynak ayırmaktadır? Yaptığı yatırımlar karşılığında bölgeden beklentileri nelerdir? Tümdengelim yöntemiyle yapılan bu çalışmada, AB’nin Batı Balkanlardaki stratejik hedeflerinin çoğuna ulaştığı ve bunun da Birliğin kurumsal yapısının gücünden kaynaklandığı sonucuna varılmıştır.
